Summary: We will not investigate this complaint about the Council’s enforcement of a penalty charge notice as the Council has provided the outcome the complainant sought.
The complaint
- Mr X complains about the Council's enforcement of a parking penalty charge notice (PCN) which Mr X says he did not receive. Mr X says trying to resolve this matter has impacted on his mental health. Mr X wanted the Council to allow him to pay the original fine amount.

- I considered information provided by the complainant and the Council.

My assessment
- The Council has told us that it recently considered Mr X’s case again and decided to allow him to pay the initial, discounted PCN fine.
- This is the outcome Mr X sought and as such we will not investigate.
Final decision
- We will not investigate Mr X’s complaint because the Council has provided the outcome he sought.
