Summary: We will not investigate this complaint about the Council’s enforcement of a penalty charge notice as the Council has provided the outcome the complainant sought.

The complaint

  1. Mr X complains about the Council's enforcement of a parking penalty charge notice (PCN) which Mr X says he did not receive. Mr X says trying to resolve this matter has impacted on his mental health. Mr X wanted the Council to allow him to pay the original fine amount.

  1. The Council has told us that it recently considered Mr X’s case again and decided to allow him to pay the initial, discounted PCN fine.
  2. This is the outcome Mr X sought and as such we will not investigate.
