Summary: We will not investigate this complaint about the Council’s refusal to issue a resident’s parking permit. We have not seen evidence of fault in the Council’s actions.
The complaint
- Mr X complains for his uncle, Mr Y. Mr X says the Council refuses to issue Mr Y a parking permit to allow him to park his trade vehicle outside his home.
The Ombudsman’s role and powers
- We investigate complaints about ‘maladministration’ and ‘service failure’, which we call ‘fault’. We must also consider whether any fault has had an adverse impact on the person making the complaint, which we call ‘injustice’. We provide a free service but must use public money carefully. We do not start or continue an investigation if we decide there is not enough evidence of fault to justify investigating.

My assessment
- Mr Y says the Council refuses to issue parking permits for his trade vehicle to park outside his property.
- The Council’s application for a parking permit requires the applicant to provide a copy of their insurance schedule.
- The Council confirms Mr Y has not provided proof that his vehicle is insured.
- As Mr Y has not provided any proof that his vehicle is insured, the Council cannot process an application for a resident’s parking permit.
Final decision
- We will not investigate Mr X’s complaint because there is not enough evidence of fault in the Council not issuing Mr Y with a parking permit. He has not provided the required proof of insurance.
