It has agreed to reconsider his application. It has also agreed to make a symbolic payment to Mr B and ensure its staff are fully trained.

    Summary: Mr D complains on behalf of his disabled son about the Council’s decision to refuse to fund previously agreed home adaptations. We found fault by the Council which raised Mr D’s expectations and caused him time and trouble. The Council has agreed to make a payment to remedy that injustice. It will also complete the process for considering Mr D’s application for a discretionary disabled facilities grant.

    Summary: Miss Z complains about the actions of the Council when she requested an Education Health and Care assessment for her son, Y. We find fault because the Council took eleven months to notify Miss Z of its decision not to assess Y. The Council also took seven months to respond to Miss Z’s complaint. This fault caused injustice because it frustrated Miss Z’s right of appeal. The Council will remedy the injustice with the actions list at the end of this statement.

    Summary: There is fault by the Council because it failed to consider Mrs B’s complaint about post adoption services in accordance with the children’s social care statutory complaints process. The Council has also failed to complete essential work it agreed to as part of its response to her complaint. The Council has agreed to complete the stage two investigation.

    Summary: Mr X complained the Council’s building control service failed to properly inspect the drains of his house before he bought it. He said that because of this failure, his drains were not connected to the main sewer, causing significant impacts on his amenities, costs and disturbance. We found fault that will be remedied by the Council reviewing its practices and procedures to help avoid recurrence of the fault.

    Summary: Mr B complained about excessive delay by the Council in dealing with his complaint about children’s services through the statutory complaints procedure. We found the Council delayed excessively in completing two stages of the process which caused Mr B additional distress, harm and frustration. We welcome the Council’s agreement to pay Mr B the £5,000 which he requested and implement the agreed action plan. The Council has agreed to keep Mr B informed regularly of progress with this and let us know the outcome of the review of its complaints service.

    Summary: Miss F complains through her mother, Mrs J, that the Council has failed to provide the provision set out in her EHC plan since July 2021. We found there was service failure which caused Miss F to miss out on education for six terms and significant distress to Mrs J. The Council has agreed to make payments to them to remedy that injustice.

    Summary: Mr X complained about the Council’s failure to properly assess his eligibility for adaptations to his home for his disabled children. We have found the Council to be at fault because it relied previous occupational therapy assessments and did not consider relevant information. The Council has agreed to apologise and carry out a new assessment.

    Summary: Mrs X complains the Council’s care provider, Eden Futures, has failed to meet her son’s needs and despite the Council upholding many of her complaints about this in December 2022, her son continues to lack support, leaving him at risk of harm. The Council has taken action to ensure Eden Futures improves its working practices and can evidence providing Mr Y with the support he has been assessed as needing. Nevertheless, the Council needs to make a symbolic payment to Mr Y to reflect the lack of support he experienced and any harm he was caused. It also needs to send Mrs X an effective apology.
