The Code does not apply to complaints about the behaviour of locally elected officials.

The system of regulation of standards of Member conduct in England is governed by the Localism Act 2011. This system applies to county, district and unitary councils, London boroughs, the Greater London Authority, and parish and town councils.

The Local Government Association has published guidance on handling complaints about locally elected representatives.  

The Ombudsman cannot consider complaints about the conduct of elected officials but may consider complaints about whether the organisation has done something wrong in the way it dealt with the complaint.
